I so love this chubby little snowman from Snow Much Fun Stamp Set. This is another card we will be doing this month for Christmas Card Club, hope you can join us, this card also uses some fun new items from the Holiday Mini and Idea Book & Catlog. I'd be interested in hearing. The TOS seems rather clear that it is not unless expressly approved by Amazon. I guess if the library got it in writing then they would be ok.
